Nearly 70 participants met last Friday, May 25, at the CCA - Amarante María Amelia Laranjeira Cultural Center-, to attend the Third Rehabilite Transnational Forum, implemented by a transnational consortium specialized in the field of energy efficiency, which includes the Intermunicipal Community of Tâmega and Sousa (CIM of Tâmega and Sousa), who hosted this event.
The Forum brought together national and foreign experts from the rehabilitation area for an analysis of the energy efficiency policies implemented in Portugal, as well as the financial solutions existing in the market for the financing of actions in this area, with the aim of promoting the exchange of good practices and successful experiences among professionals and public and private institutions in the area of energy efficiency.
José Luis Gaspar, mayor of Amarante, opened the event and highlighted the importance of the subject of the Forum: "Energy is on the table, in any discussion, because it has to do with everything: with comfort, with sustainability, with climate. (...) Today, cities are called to reverse the cycle and hence the importance of financing the rehabilitation of buildings to accelerate this investment process. "
A position shared by Gonçalo Rocha, Vice President of the CIM of Tâmega and Sousa and Mayor of Castelo de Paiva, who stressed the importance of urban rehabilitation and energy efficiency, especially for those who have responsibilities in the public domain. In his speech, Gonçalo Rocha recalled the reasons that guided the CIM of Tâmega and Sousa to integrate the consortium Rehabilite: "to make known to the community of Tâmega and Sousa the mechanisms and the lines of support that exist and the importance of the rehabilitation for the building park of our country (...) today we have a golden opportunity to rehabilitate our buildings and respond to a latent concern: the issue of decarbonisation of urban centers. This is a generational goal that will mark our territory and all the country. "
The first part of the Forum was devoted to different methods for the evaluation of energy efficiency in buildings, and included the interventions of Manuel Duarte Pinheiro, Assistant Professor of the Department of Civil Engineering, Architecture and Earth Resources of the Higher Technical Institute of the University of Lisbon, João Marcelino, president of the Passivhaus association of Portugal, Fernando Collado Bermudo, technician of the Extremeña de la Energía Agency (Spain), entity that leads the Rehabilite project, and Ricardo González Pedraz, senior consultant of the Department of Public Finance of AFI - Analistas Financieros Internacionales (Spain).
The financing of interventions for energy renovation was the subject of the second panel, which brought together João Cleto, Senior Technician of AGENEAL - Municipal Energy Agency of Almada, Jorge Rodrigues de Almeida, European Director of the Investor Confidence Project, Ana Rodrigues Uhlfelder, Manager of the BPI / EIB Energy Efficiency Line of the Business Products and Services Division of the BPI Bank, and Maria Albuquerque, Senior Technician of the Management Structure of the IFRRU 2020.
So far, the three Transnational Rehabilitation Forums have delved into the different situations and practices regarding energy rehabilitation in the regions involved in the project. Facing its final stretch, one last and fourth Forum will serve to close the project in November, presenting its main results and gathering important experts and outstanding experiences in the field. It will take place in Angoulême, France.
