  • Descripción del IF:2020TOGETHER aims to start a coordinated action involving regional, provincial and local authorities, financial institutions and local industries/investors and to launch an investment programme based on Public Private Partnerships and Third Party Investment (TPI). The outcomes of the project could be applied for other EPC investment initiatives in the Metropolitan City of Torino and expanded to the regional level within the framework of the ERDF programme, thus generating a long lasting effect. Innovative process applied: subscription of Energy Performance Contracts – EPC – and improvement of financial partnership between local authorities and private investors – ESCo (Energy Service Company). The Energy Performance Contract provides that a private investor (usually a ESCO) undertakes to execute - with its own budgetary resources or third parties - a series of integrated services and intervention for the energy refurbishment of facilities or buildings. The winning idea: A provincial authority, the Metropolitan City of Turin, acts as a coordinating body and a contracting authority: the actions of individual municipalities of small to medium size are grouped into a single tender to form the critical mass required to achieve attractiveness and economies of scale. The financial model is based on Third Party Financing: the ESCo must provide the necessary equity capital, or be financed by a third party institution, or combine both. The ESCo, with the signature of the individual contracts with municipalities, is committed to make investments on each of the concerned buildings. The municipality has therefore assured that all its buildings will be subjected to energy improvement interventions and not just to cost savings benefits due to management improvements. The ESCo will also have remunerate the work of an energy manager, identified by the Contracting Authority, which will participate in the work of the Commission for monitoring and verifying performance, action that will be carried out at the overall level for each municipality.
  • Objetivos generales:The project boost investments into the energy efficiency refurbishment of several public buildings and public street lighting points with an overall investment of EUR 12500000 (VAT included) and a leverage factor of 25. In addition, the development of a regional financial scheme using ERDF funds was explored together with the Piedmont Region. The project meets the need of municipalities to overcome the existing economic and financial difficulties at the local level in order to activate measures to improve energy efficiency on public property: buildings and street lighting. The communication of the activities and the achieved results is one of the most important steps in the project that, like 2020Together, is involving different stakeholders. The numbers of communication are: 1 website, 1 roll-up, 11 press release, 4 newsletters, 77 press articles, 4 presentations at national events, 6 presentations at international events, 5 FB, 7 Tweet, 2 video on youtube, 1 leaflet, 1 final publication.
  • Principales resultados alcanzados:Following the results of the goods and service concession awarding for energy refurbishment and management of 18 buildings owned by 5 municipalities of the Metropolitan City, current prospects are for an average energy consumption reduction of over 60%, investments of the tender winner ESCo - BOSCH ENERGY & BUILDING SOLUTIONS - for over 3 million Euros, a reduction of energy and maintenance costs of over 11% and a substantial reduction of emissions of CO2-eq.

  • Modelo de reembolso:The ESCo receive annually a fee from the Municipality. The fee is calculated from the economic baseline, which is discouted by the ESCo, by a certain percentage, during the tender proposal. The economic baseline is calculated as the sum of the historical energy bill (normalized) paid by the Municipality and the O&M costs. The fee is paid by the Municipality during all the contract duration.
