  • Descripción del IF:Lourdes Renove project was in the frame of European ECO-CITY Projects (CONCERTO Program), with another two cities: Helsingborgs + HelsingØr (Sweeden and Denmark) and Trondheim (Norway). The main objective of the project was to support Local Administrations for the reduction of CO² emissions through Energy Eficiency measures and including Renewable Energies. Thermal Envelopes: European project covers 15,75€/m² for these works. Furthermore, Tudela City Council has financed the 6% of the project (maximum 2700€/dwelling) and it had an extraordinary grants for disadvantaged people too. Navarra Government managed the grants from the Spanish Institute fot the Energy Saving and Efficiency and it gave aids from its own budget too (40% of the cost with a maximum of 5000€/dwelling + a fixed aid of 2000€/dwelling, for thermal envelopes). At the end, the 59,5% of the refurbishment works were financed with grants. District Heating: European Project aid with 35% of grants for renewable energies and another 35% for monitoring systems. Furthermore, Navarra Government paid 22% of the cost of energy refurbishment works. Owners had a 60% of grants for these works.
  • Objetivos generales:Renovate 144 dwellings over a 2 year period with 50% energy savings. In addition, the renovation of the existing district heating and equip the district with a biomass New Thermal Grid (service for 486 dwellings). Supply monitoring systems for heating too is supplied.
  • Principales resultados alcanzados:By the end of the project: - 10 buildings (146 dwellings) refurbished with a total amount of 3M€ - A renovated District Heating + a biomass New Thermal Grid for 486 dwelling with a total amount of 2,7M€ - 649,70 MWh/year saved

  • Modelo de reembolso:Funding was done through two loans in the name of the owners´ associations. These loans covered 100% of the investment including taxes and expenses. The first one covered the amount funded by grants (a period of three years), the second one covered the amount not funded by grants. The first loan has an opening fee of 1% and fixed interest rate of Euribor+3 (no expenses for amortization or cancellation), 3 years of lock up period. The second one had an opening fee of 0.5% and fixed interest rate according to ICO Sustainable Credits line, 2 years of lock up period. ICO line conditions were improved and there were no fees for amortizations in this second loan. Thermal Envelopes: The owner will repay an amount of around 40€/month during 10 years (taking into account a saving of 20€/month in refurbished dwellings, 50% of savings, real cost was 20€/month). Rate of return on investment was around 15 years. District Heating: The owner had before an amount of 51€/month for heating, with the works a saving of 10€ had to be taken into account and 26€/month during 12 years of the loan. Finally they have an amount of 67€/month (heating costs + works loan included). In 12 years works will be paid.
